The DBE Supportive Services program is designed to assist qualified minority- and woman-owned businesses to become certified as a Disadvantaged Business Enterprise (DBE) firm. Log On. IDOT contracts with outside consultants to provide its DBE firms with management and technical supportive services assistance. Companies registered as Small Business Concerns (SBC) can also participate in the same conferences and trainings offered to DBEs. All meetings held at the ADOT Small Business Resource Center located at 1801 W Jefferson St. Phoenix, AZ 85007. Companies located outside of Maricopa County may request their meeting be held online. Completing the DBE Needs Assessment will help to measure and identify business needs and concerns in the areas of financial management, work capacity and aspects of construction industry barriers. IDOT has various race neutral initiatives and programs that are administered by the Policy & Supportive Services Unit that are available to firms depending on their certification status. Participants accepted into this program will work with Supportive Services to develop a comprehensive business plan and implement an action plan to address strengths, weaknesses and opportunities specific to the firm. Disadvantaged Business Enterprise (DBE) Supportive Services Program The Florida Department of Transportation (FDOT) provides supportive services to Disadvantaged Business Enterprises (DBEs) conducting business with or seeking to conduct business with FDOT. The IDOT DBE Needs Assessment (required for supportive services assistance) must also be completed to be considered for the Business Development Program.
