Global governance - as well as globalization - is a highly contested process where the space for political action by states and non-state actors is greatly extended. The growing involvement of non-state actors in environmental governance is generally welcomed for two reasons: civil society presumably helps governments reach more effective and democratic agreements by providing information and legitimacy. To these problems it is inescapable to add the consequences of the recent upsurge of unilateralist approaches expressed in the decision not to sign or ratify major internationally negotiated agreements. But as such, they may nonetheless under some circumstances have the potential to become precisely what they are pretending to be: spaces for independent thought, and perhaps even speech. Accusations of such abuse have especially been levelled at the liberal version by post-modernists who see in it a covert hegemonic project to impose western values.
The progress achieved in the last two decades in the recognition of basic universal rights and in the prevention of global threats was remarkable. In this sphere, through the media and venues of public debate such as town hall meetings, citizens debate each other with proposals for the public good, and through these deliberations better policy proposals are formulated, which informs formal politics. It is absolutely essential to reduce distrust, demonstrate the effectiveness of collaboration and build consensus around a positive agenda for the future. Finally, some even argue that the concept of civil society as a sphere distinct from the family, state and market remains a Western concept that does not apply easily to societies where the boundaries between these spheres are more blurred. They include for instance religious leaders or religious venues which may or may not be connected to recognised non-profit entities. The fashion for networks and networking as an organisational mode does not in itself create equality, or shared values. Finally the FLAMINGO, the fly-by-night or flavour-of-the-month NGO, is an impostor organisation posing as an NGO and writing funding proposals simply to attract donor funding. At least two kinds of impact can be identified. The continued involvement of civil society and the participation of communities in work on social determinants of health will thus be fundamental to the chances of success in closing the gap in a generation. The normative consensus discerned in The civil society office represents a significant political advance. This is not in itself a problem, insofar as democracy is, intrinsically, a conflictive space. Such legitimacy is, by definition, a work in progress.
