I pretty much design something, take the drawing to the engineering manager (the only other design engineer in the place) and he takes a look, nods his head and I order the prototype.
The fact that you're doing an engineering major is the important bit, the flavour is up to you. You can learn how you like the job through interning. You mechies get stuck in buildings all day. Most of the lower level courses will be the same between the two, and once you get through them and have a better understanding of the basics you should have a clearer idea of what you prefer.

There's a ton of government civil jobs and we are always going to need roads and water systems.

I'm a senior at Rutgers for Civil Engineering and I absolutely love the material and I don't find Mechanical appealing. I have to declare which engineering I want to do after a common first year. con: you have to solve them for economic feasibility while on a tight schedule. How long do you have to work with SW per day in average? I always see Mechanical's shitting on Civil engineers (at least at the college setting), but it really depends on what you like. Mechanical and Civil Engineering are the two oldest and most applied fields of engineering. You'll get familiar with the language used and will have to prove yourself a competent problem-solver (or a very competent bullshitter) but 98% of the time the degree just gets you in the door, and it's only on-the-job that you learn how to do the job you were hired for. That being said, read up on the various focus areas within each discipline, as they are both very broad. It depends more on who you work for than what your degree is in. So if you did get started with an intro to mech or intro to civil class and decide you don’t like it then it wouldn’t be too difficult to change your mind. As a civil engineering intern, I find that it's kind of boring, but it has it's benefits. ME here, I really enjoy designing stuff, and I work in an interesting field.

First Civil Engineering is comprised of Structural, Transportation, Geotechnical, Water Resources, Environmental and Construction. Then I have to formally enter that meeting into a tracking system where people must sign off on it. I work for a consulting firm of about 200 and while we do travel we mostly stay within the state. Do you want to choose a path you may not enjoy as much based on making a couple years slightly more or less difficult? There are of course many other kinds of engineering to look at as well, and both mechanical and civil are incredibly broad with many, many specialties and focuses.

With civil and mechanical, these fields are so broad and a lot of the work is so specialized that you're probably going to be learning most of the mechanics how to do your first job after you're already hired. Civil Engineering is primarily about construction, design, and maintenance of the civil structures, infrastructures, and buildings. With that in mind, here's my two cents: I would not recommend picking one over the other based on how "difficult" the degree will be. We appreciate the documentation when your shit breaks years down the road. I am currently a transportation engineering intern, and I love it. Once I passed the test and interview for my civ degree entry the prof said that they put everyone onto the MEng since there's no point in doing a bachelor's. A degree is a degree really... there's some advantages to holding a degree specific to the field of work you find yourself in, but engineering school is more like a hazing process than an actual "this is how you do engineering" education. Engineers apply the knowledge of math & science to design and manufacture maintainable systems used to solve specific problems. I think it depends on what you like. Mechanical seems to generally be mostly limited to where there is industry. I'm not sure why you got so many downvotes. I had to bill time to overhead for filling out time sheets. I'd like to see them come walk iron 80' in the air to figure out how the hell you're missing the end bearings on a three span continuous curved girder.

Yeah, you can go anywhere, but it can be hard to get accreditation in places like Canada if your degree isnt Canadian for example.

If you find Civil and Mechanical equally appealing, I would suggest looking at Statics and Dynamics and find what interests you more. Mechanical engineering also has areas of specialization, but it's widely considered to be the most versatile of engineering. I think most of your pros/cons are on point, so I'll just make a few comments.
